I. Unity of Command
Definition: The principle of Unity of Command requires that each individual in an organization report to only one immediate superior.
Sa madaling salita: Isang tao, isang boss lang. Bawal na may dalawang boss ka kasi magulo yan—baka magkaiba pa ang utos nila sa'yo. Pag ganyan, sino susundin mo?
A. Purpose and Importance

Prevents Confusion: It ensures that an employee does not receive conflicting orders from multiple bosses. When a subordinate is accountable to two or more superiors, it can lead to confusion, frustration, and inefficiency.
Example: Pag may dalawang boss ka—si Major A at si Major B—tapos si Major A nagsabi "Pumunta ka sa checkpoint," pero si Major B nagsabi "Mag-file ka ng reports," ano gagawin mo? Magulo diba? Kaya dapat one boss lang.

Establishes Clear Accountability: It clarifies who is responsible for a subordinate's performance and well-being. If an employee is performing poorly, it is the direct supervisor's responsibility to address it.
Pag may problema sa performance mo, alam mo kung sino ang kakausapin mo at sino ang accountable sayo. Clear ang linya ng responsibilidad.

Strengthens Authority: It reinforces the authority of the immediate supervisor, preventing subordinates from "shopping for a better answer" by going to a different boss.
Bawal yung "boss-hopping"—pag ayaw mo sa sagot ng isang boss, pupunta ka sa iba para makakuha ng better answer. Yan ay violation ng unity of command.
B. Unity of Command vs. Chain of Command
While related, these two concepts are distinct:
- Chain of Command: Refers to the vertical line of authority from the top of the organization to the bottom. It answers the question, "Who is my boss's boss?"
- Unity of Command: Refers to the principle that a person should have only one immediate boss. It answers the question, "Who do I report to directly?"
The chain of command is the structure; unity of command is the rule that makes the structure work smoothly.
III. Delegation of Authority
Definition: Delegation is the process of entrusting responsibility and authority to subordinates and creating accountability for results.
Sa madaling salita: Pag-utos mo sa subordinate mo na gawin ang isang task, dapat bigyan mo siya ng authority (power) at resources para magawa niya yun. Pero tandaan—kahit na-delegate mo na, ikaw pa rin ang ultimately responsible.

Assignment of Responsibility: The supervisor assigns a task or duty to the subordinate.
"PO1 Cruz, ikaw ang bahala sa checkpoint tonight."—Yan ang assignment.

Granting of Authority: The supervisor gives the subordinate the necessary power and resources to complete the task.
"Eto ang vehicle, radio, at manpower mo. You have the authority to stop and check vehicles."—Yan ang granting of authority.

Creation of Accountability: The subordinate accepts the responsibility and is now accountable to the supervisor for the results.
"Report back to me at 10pm with the checkpoint results."—Ngayon accountable na si PO1 Cruz sa outcome.
Important Principle: A supervisor can delegate authority, but cannot delegate responsibility. The ultimate responsibility for the outcome still rests with the supervisor. If a patrolman makes a mistake, his sergeant is also held accountable.
Tip para sa exam: "Authority can be delegated, but responsibility cannot." Pag may mali ang subordinate mo, kasama ka sa accountability—kasi ikaw ang nag-supervise. Kaya dapat tandaan: Delegating ay hindi passing the buck.

II. Span of Control
Definition: The Span of Control refers to the number of subordinates a superior can effectively supervise.
Sa simpleng salita: Ito yung bilang ng tao na kaya mong i-supervise ng maayos. Kung sobrang dami, mahihirapan ka. Kaya usually, 5-7 subordinates lang ang recommended para hindi ka ma-overwhelm at ma-monitor mo silang lahat.
A. Factors Affecting Span of Control
There is no single perfect number for a span of control. It depends on several factors:

Complexity of the Task: Simple, repetitive tasks allow for a wider span of control (more subordinates). Complex, varied tasks require a narrower span of control (fewer subordinates).
Example: Pag nag-supervise ka ng patrol officers (simple, routine tasks), pwede kang mag-handle ng 10-15 officers. Pero pag nag-supervise ka ng SWAT team (complex, high-risk), dapat 3-5 lang—kailangan mong i-micromanage para sa safety.

Competence of the Supervisor and Subordinates: A highly skilled supervisor and experienced, independent subordinates can handle a wider span of control.
Pag beterano na ang mga subordinates mo at alam na nila ang trabaho, hindi mo na kailangan bantayan nang todo. Pero pag mga baguhan, kailangan mas maliit ang span of control mo para matuto sila ng tama.

Geographical Proximity: If subordinates are all in one location, the span of control can be wider. If they are geographically dispersed, it must be narrower.
Pag nasa iisang building lang kayong lahat, madali kang makapag-supervise. Pero pag scattered ang team mo sa iba't ibang barangay, mas mahirap—kaya mas kaunti dapat ang hawak mo.

Tip: Sa higher positions, mas narrow ang span kasi mas complex ang decisions. Sa lower positions, mas wide kasi repetitive ang tasks.
B. Consequences of an Improper Span of Control
- Too Wide: The supervisor is overloaded and cannot provide adequate guidance or supervision. This can lead to errors, lack of discipline, and low morale.
- Too Narrow: The supervisor is underutilized and may begin to micromanage subordinates. This creates too many layers of management (a "tall" organization), which slows down communication and decision-making.
Board Exam Tip: Situational questions often test Span of Control. For example, "A police captain in charge of a highly specialized and geographically scattered detective unit should have a (wide/narrow) span of control." The answer is narrow.
IV. Other Key Principles of Organization
A. Principle of Objectives
Every part of the organization and every activity within it should be geared towards the attainment of the organization's main objectives (e.g., crime prevention, order maintenance).
B. Hierarchy of Authority
The organization consists of a series of levels of authority, arranged in a hierarchy or "pyramid" structure. This is the essence of the Chain of Command.
C. Specialization / Division of Labor
Tasks are divided among units or individuals according to a logical plan. This allows for expertise and efficiency. In the PNP, this is seen in the creation of specialized units like the CIDG, HPG, and AKG.
D. Principle of Parity and Responsibility
The authority delegated to an individual must be equal to the responsibility they are expected to assume. You cannot hold someone responsible for a task if you do not give them the authority to accomplish it.
E. Principle of Absoluteness of Responsibility
As mentioned under delegation, the responsibility of a superior for the acts of their subordinates is absolute and cannot be passed on.
F. Principle of Flexibility
The organization must be adaptable and able to respond to changing circumstances and new challenges. A rigid structure can become obsolete and ineffective.
G. Principle of Balance
There should be a proper balance in the application of all these principles. For example, an over-emphasis on specialization can lead to a lack of communication between units ("silo effect").
